Send is enabled when all required items are closed. Partial responses are not sent to the provider. This is by design — the provider expects a complete answer to the original request, not piece-by-piece updates.
Optional items don't block. If an item is marked optional, you can leave it open and still send. Include it if it adds useful context.
Marking an item as not applicable
If you cannot provide a required item because it does not apply to your entity, you can mark it as not applicable with a mandatory explanation.
The provider sees your N/A choice and explanation in the bundle and decides whether to accept it or return the item for clarification. Marking as N/A does not auto-close the item from the provider's side.
